Abstract Conversion of many companies from centralized economy to a market economy was achieved through an intermediate process known as transition process. This intermediate stage serves to transform the economic and political system in order to respond to the needs of the market economy. The aim of this paper (part of my PhD studies) is to highlight the important role of the public sector, especially in economies under transition, by studying the literature regarding the transformations and new policies under the conditions of new public management for better governance It has a dual function as it should be reformed to adapt to another structure of development and it should help in the implementation of economic reforms needed to transform the system from a centralized economy to a market economy
