The purpose of this paper is to analyze the “success” of the territorial reform implementation three years after this project was initiated. The territorial reform was one of the most discussed and reputable reform launched with the main function of a better democratic governance and management of the local budget. Three years later, seems that the primary result of this reform is the confusion and the non efficient management especially of the personnel costs which as of September 2017 reached the level of 14.6 billion ALL or more than twice as much as 2010.
The paper objectives are: to present the local governance of Albania from 1912 up to now by understanding the territorial organizations; to evaluate the reform implementation success and lastly to assess the progress of this reform by considering the budget level and personnel costs.
